ドイツ：長い間計画作りをしながら、うまく行くかどうかを少しずつ試し、ある程度確証を得たら一気に進める。

日本：計画に90%以上を割き、完璧な案が出来たらロケットのようなスピードで実行する。

現代のような変化の激しい状況では、前提が短期的に変化するので、アメリカ/インド型がうまくハマるのでしょうね。
